Short Biography
Holds a Ph.D. in Computer Science (1977) from the University of Waterloo in Canada. Between 1977 and 1997, worked as researcher/professor at Bell-Northern Research (Canada), University of Moncton (Canada), Scientific Studies and Research Center (Syria), University of Grenoble (France), and Higher Institute of Applied Sciences and Technology – HIAST – (Syria). Headed the Computer Engineering Department at HIAST (1983-1997). Worked at ESCWA in Beirut (2000-2010), participating in studies on socioeconomic development of the region and WSIS regional preparatory activities, managing teams to carry out studies and promote national and regional ICT policies/strategies and their implementation, providing advisory services to ESCWA member countries and managing projects related to ICT and socioeconomic development. Since 2011, as Consultant on ICT for Development, provided expertise to UNDP-Syria on Government Services Reform and Modernisation (2011-2013); to GCC for the evaluation of e-Government projects (2011 and 2013); to ESCWA on Regional Profiles of the Information Society in the Arab Region (2011-2015) and the “Academy of ICT Essentials for Government Leaders in the ESCWA region” (2013-2014). Since June 2013 chairs the Board of Directors of the newly created Syrian e-Payment Company.
